The Boise School District has received five tort claims since April, directly or indirectly involving former elementary school special education assistant Gavin Snow.
The claims seek a total of at least $102 million in damages.
Idaho Education News had previously reported on two tort claims involving Snow, who took his own life in January as Boise police attempted to arrest him on child sexual abuse charges.
In response to an EdNews public records request, the Boise district Wednesday released other tort claims filed against the district this year. Three of these claims centered on Snow’s time with the district.
Two claims allege or suggest Snow sexually abused students at Valley View Elementary School, and accuse district or school officials of negligence.
- In an April 10 claim, a parent says Snow was found in a bathroom with his or her son, a Valley View student. According to the claim, this incident occurred on Jan. 7, three days before Snow died by suicide. The parent is seeking at least $500,000 in damages.
- In a May 13 claim, one mother says Snow lured her son and other children into closed rooms, “where he used his cell phone to capture and otherwise produce child pornography.” In this case, the mother is seeking damages of at least $1 million.
These newly released claims are similar to two other tort claims previously obtained by EdNews. In a $50 million tort claim on April 14, two Valley View parents accuse Snow of producing pornography of their child. In a separate $50 million claim filed Thursday, two parents say district and school officials failed to investigate “abuse and potential abuse of minors” at Cynthia Mann Elementary School, where Snow worked before going to Valley View.
The tort claims are not lawsuits. But would-be plaintiffs must file a claim before suing a public entity.
The Boise district did not comment directly on the newly released claims. Previously, district Superintendent Lisa Roberts has publicly apologized to Valley View parents and staff, and the district has acknowledged that Boise police found evidence of “multiple instances of misconduct involving more than one student” at the school.
Former teacher’s tort claims
A former Boise teacher filed a tort claim Thursday that indirectly involves Snow.
Lauretta Boulton attended a district public meeting in late January to discuss the Valley View situation. Boulton said she “was invited to the meeting by a parent from Valley View to offer support.”
Days later, the district and its attorney served Boulton with a notice of trespass, forbidding her from being “physically present at any Boise School District property, or at any Boise School District event.” Subsequently, the district accused Boulton of making threatening remarks about district employees — a claim Boulton’s attorney, Andrea Rosholt, called “an isolated and completely uncorroborated allegation.”
Boulton is seeking at least $500,000, saying the notice of trespass violated her First Amendment rights.
Boulton and the district have a contentious history.
The former Timberline High School teacher was suspended in 2023, amidst allegations that she manipulated students and harassed colleagues. Parents and students defended Boulton, saying she worked to help students file harassment and abuse complaints. Boulton and the district agreed to a $400,000 settlement in 2024.
Boulton filed two claims against the district last month — last week’s claim stemming from the Valley View public meeting, and a second involving her job search.
In a $500,000 claim filed May 8, Boulton says the Boise district defamed her by telling West Ada School District officials that Boulton “had issues with her professionalism with colleagues, specifically a history of targeting other teachers.” The comments cost Boulton a job with West Ada, according to the claim. (CBS2 first reported on this case last week.)
The Boise district declined comment on Boulton’s claims.
